The library was constructed and subordinated to the branch of the capital library.
1958.01.
It belonged to the old independent system and was under the direct order of the Cultural Department of the old People's Republic Government.
1969.11.
It belonged to Chongwen District Cultural Center and was under the direct order of the Center.
1974.01.
It became independent. Its area was 1,700㎡
1988.07
The library constructed a new building and opened. The area of the new building was 5,223 ㎡.
1994.
It was selected as the first-rate national library twice in the evaluation of libraries in the country.

The collections of the library are mainly in the areas of social science, natural science, Chinese literature, newspapers, and periodicals. Moreover, they include many old books and scripts from the period of the end of the Ch'ing dynasty and Republic that allude to the 4 kinds of Chinese Traditional Classification
